City Administrator

As City Administrator, Bill Kotlan manages all departments within the City of Montgomery.  He is responsible for developing and implementing the strategic vision of the community set forth by City Council.  His duties including managing city staff, preparing and executing financial budgets and capital plans, and promoting a high quality of life and business environment in the City.

Bill joined the team in Montgomery when his former firm, Bleyl & Associates, was hired as City Engineer in 2001.  He was appointed City Administrator in 2010 bringing over 20 years of experience as a consultant in planning, developing and managing both people and resources in the public sector. With his experience as business owner and his knowledge of municipal government, Bill seeks to serve the public with a city government that is efficient and responsive to its residents and businesses. 

Bill holds a Bachelor of Science degree in Civil Engineering from Texas A&M University and is a licensed professional engineer. He has been married for 22 years to Anthea Kotlan and they are the proud parents of two daughters. Bill is an active member in his church and in the community.
